I definitely don't have the final say on "cool" but I'm inclined to think that my opinion is more reliable than a International Politics Commentator at a finance publication.
I will say that the Soho House in Hong Kong is probably the best one in the world in terms of service. Their brand is pretty tarnished elsewhere (NYC / London) and well known for having service that's so bad it's honestly pretty funny, but Hong Kong's service was consistently amazing.
So, "good culture is antithetical to scale and antithetical to an unfettered globalism." reminds me of the globalization paradox argument and the hyper gentrification argument. Even so, I can't say I can think of any (for the lack of a better word) solutions to the issue? Some people could argue that intentional upkeep and preservation of culture is the way to go, but even then how does one necessarily make out if this preservation comes because the community wants it or if its yet another trend that corporate/capitalist forces want to hop on? I'm just thinking out loud hahaha.
"Little top big pants"...hey okay no need to call me out like that 😭. Also, best line of this piece probably is "I decide that if he’ll catch me secretly reporting the party, I might as well talk to him." 😂 (lmao jk)
The fact that there's not one house on the continent of Africa or in South America (which are two epicenters of where a lot of what's now and next is happening) is pretty tell-tale. And yet I'm a member to my local house because there's really so few other spaces that offer anything similar. So idk...SH as cool? Prob not. Mildly useful. Sure.

Janan Ganesh, FT’s Soho-House-hype man, would find it hard to refute your account, methinks.

Institutionalizing cool has always been a losing proposition.

Sean Monahan has a great trend report on "scene cool" that offers a great answer to this question
